California has more than 25 CSWE-accredited MSW programs, and many of them are among the most affordable in the country. Most public, in-state programs cost between $14,000 and $25,000 for a full two-year degree. This is well below the national average. Stipend programs at several schools can reduce that number further, sometimes to near zero.
For most people drawn to social work, money isn’t the primary motivation, and that’s exactly the point. The people entering this field want to serve California’s families, navigate its overburdened child welfare system, and sit with clients in their hardest moments. The last thing they need is a six-figure student debt load hanging over that work.
The good news: California is one of the best states in the country to earn an affordable MSW. The Council on Social Work Education (CSWE) lists more than 25 fully accredited MSW programs in the state. That puts the number of accredited programs in California among the highest in the nation. And most of them are public universities with in-state tuition that puts a high-quality graduate degree within reach. Several also offer stipend programs that can cover a significant portion of the cost for students who commit to working in high-need fields like child welfare or school-based mental health.

How We Calculate Affordability
To identify the most affordable programs, we calculated the estimated total tuition for full-time, in-state students enrolled in traditional two-year MSW programs. Across California’s CSWE-accredited public programs, we estimate the average two-year cost runs around $25,000–$30,000. The schools on this list come in below that, often by $10,000 or more.
Tuition figures are drawn from each program’s official website and reflect published 2024–2025 rates where available. Tuition is subject to change and does not include campus fees (typically $1,000–$3,000 per year at CSU campuses), housing, books, or transportation, which vary widely by student and location. Use these numbers as a starting point, then verify directly with each school before making any financial decisions.
What Makes These MSW Programs Worth the Cost
Affordable doesn’t mean adequate. Every program on this list has earned its place because of what it offers students, not just what it costs. They share a few key qualities that matter for anyone preparing to practice social work in California.
- CSWE accreditation. The CSWE sets the educational standards that all legitimate MSW programs must meet. California’s Board of Behavioral Sciences (BBS) generally requires graduates of CSWE-accredited programs to be eligible for LCSW licensure, and CSWE-accredited degrees are required in nearly all cases.
- Fieldwork requirements. All programs on this list typically require at least 900 fieldwork hours. Most have partnerships with agencies across California. That includes correctional facilities, child welfare departments, hospitals, senior centers, and more. This gives students the chance to gain real experience before they graduate.
- Flexible formats. Many of these programs offer on-campus, online, and hybrid options. Some include evening and weekend classes designed for working students. California has a program for just about every kind of student.
- Specializations and dual degrees. Several schools offer training in areas such as gerontology, school social work, and child welfare, along with specialized pathways for social workers entering gerontology and other focused fields. Some offer dual-degree programs pairing the MSW with a JD, an MPH, or a public policy degree.
- Stipend and scholarship programs. Multiple schools on this list participate in California’s Title IV-E program, CalSWEC, and other initiatives that provide annual stipends of up to $18,500 (depending on program and funding year) for students who commit to working in qualifying agencies. For some students, this makes an already-affordable program nearly free.
If you have a bachelor’s in social work from a CSWE-accredited program, also look into Advanced Standing options. Founded in 1969, the MSW program at SJSU was originally created to train social workers to serve California’s large Latino community. Today, the school remains dedicated to that mission but has expanded their scope to all underserved populations. Like many other social work schools in California, SJSU offers an advanced generalist curriculum but within that framework, students still have the option to tailor their classes to their goals.
